Virrey y gobernador general de India (1864–69) de origen británico. Trabajó en Delhi como juez auxiliar, magistrado y recaudador de impuestos. Después de la primera guerra sij (1845–46), se lo nombró comisionado del recién anexado distrito de Jullundur, donde sometió a los jefes montañeses, estableció tribunales y estaciones policiales, y frenó el infanticidio femenino y la costumbre de quemar vivas a las viudas (
suttee). En el consejo de administración de Panjab (o Punjab), abolió los aranceles internos, introdujo una moneda única y estimuló la construcción de caminos y canales. Como virrey y gobernador general desde 1864, fomentó la apertura de oportunidades educativas crecientes para los indios, pero se resistió a que estos ocuparan altos cargos públicos. Evitó la injerencia en los asuntos de Arabia, el golfo Pérsico y Afganistán.
